In my opinion, you should be allowed up to 8, however you don't have to use all 8. You should know yourself enough to how many you can handle. If you're inactive or not on much, you should keep your wolves to a fewer. If you don't always rp both your current wolves, then you shouldn't be allowed. If this was the case and it was noticed, we could have a warning before the wolf is marked as MIA (Missing In Action) or killed off or gone rogue etc.

Sorry, but 8 is too many. 5 is already getting up there, and I approve 5 wolves, but I don't want everyone to have the max number, and only use one for most rps. (There are no reasons for unnecessary deaths, if you make a char, love it like a child ;D)
